   The Dodd-Frank Act, meant to curb borrower abuses by big banks, has had the unintended consequence of making it nearly impossible for small property owners to create home ownership, a historically important mechanism for helping low and moderate income Americans get houses of their own.

    The complicated and expensive requirements of the act, coupled with the severe penalties for non-compliance (like return of 3 years' payments to the borrower!) have made it incredibly burdensome for investors to sell on land contract, lease/option, and even do workouts on non-performing loans with home owners.
